We will sandwich three sheets of 18" BB ply with the photo glued to the center board. 
Apply glue to the back of the photo and the board for a permanent bond.
Now is a good time to sign the card before you glue up the sandwich and start cutting.
Stack the three boards. The photo board in the middle.
Wrap the stack with blue painters tape.
Apply the jigsaw template to the top of the stack.
Use a small blade for a good puzzle fit. I used a #2/0.
