It is almost never the blades:

Scroll saw blades do break but it should be a rare event. I scroll almost every day and when my saws are in proper working order I only break a couple of blades a month. It will be more if I use the very small #2/0 or maybe even the #1 blades. The common blades, #3 and #5 should last until they get dull without breaking.

You can push a blade too hard and cause it to break but most of the time the saw is the problem. If you let the blade get very dull before you change it the chances of breaking get higher. Keep sharp blades in the saw. Over heating the blade will shorten its life.

Troubleshooting breaking blades can be challenging if you don't know what to look for. Anything that causes extra stress on the blade is a potential problem. The clamps need to be in good working order. Look for any sign of wear on the clamp. If your clamps use set screws to hold the blade, check them for burrs or misalignment.

Damage to the upper and lower arms of the saw can cause bad stress. Check the blade for excessive side-to-side movement while it is running. The blades will move front to back but should be straight up and down, side-to-side.
